A drone is only as fast as its slowest part. For a Lithuanian manufacturer supplying FPV drones and munitions into an active conflict zone, that part might be a connector, a motor, or a flight controller sourced from a supplier three time zones away. Component shortages, shifting compliance rules, and a front line that revises its technical requirements for production every few months make supply chain management at RSI Europe a frontline discipline in its own right, one that shapes how fast the company can respond when the battlefield changes.
We sat down with Chief Operating Officer Gintautas Vaičius to understand how the company builds and manages the network of suppliers behind its Shpak family of drones, the RISE-1 initiation system, and the Drone Repeater Kit.
Selecting a supplier starts with a filter
Every order at RSI Europe carries different requirements, but the evaluation criteria stay consistent: whether a supplier meets technical specifications, whether they can deliver on time and in the right quantities, and, depending on the order, country of origin. Price rarely decides the outcome.
“We regularly hear the argument that a supplier is cheaper,” Vaičius says. “It doesn’t move us. What matters is whether they can deliver the right quality, and not everyone can.”
The company maintains a supplier database updated continuously, built through repeated contact rather than one-off evaluations. Vaičius describes the logic as front-loaded effort: spending extra time vetting a supplier before the relationship starts saves the company from repeating the search later.
That vetting starts with communication. A supplier who answers a technical question with three confusing emails signals a working relationship that will struggle to hold up under pressure. A supplier who responds quickly, clearly, and volunteers useful input earns trust fast. If a small test order already strains the supplier’s capacity, RSI Europe moves on.
Evaluation runs continuously
RSI Europe splits its components into two categories, critical and general, and applies different evaluation intensity to each. Assessment happens throughout the ordering process, in parallel with production, rather than at scheduled checkpoints.
Vaičius cannot recall a case where the company had to formally terminate a supplier relationship. Suppliers that would not have worked out tend to get filtered out before a partnership forms. When results fall short of plan, the team opens with a conversation. Often, Vaičius notes, the gap traces back to RSI Europe’s own side of the process: insufficient specification, unclear drawings, a planning window that was too tight. The company tightens its own processes first, from drawing detail to lead-time planning, before it looks elsewhere for a supplier.
Backup capacity for the parts that matter most
For general components, alternatives are easy to find and the risk of disruption stays low. Critical, often highly specific components get a different treatment: RSI Europe keeps multiple suppliers active in parallel and checks incoming quality continuously, on arrival and again in the finished product. For some critical components, the company holds five or more alternative suppliers at once.
Keeping those backup relationships live takes several forms: agreements where a partner holds stock on RSI Europe’s behalf, spreading orders across a larger pool of suppliers, or holding components in RSI Europe’s own warehouse at the company’s cost. Which approach applies depends on the component. Unique, hard-to-replace parts are the ones RSI Europe chooses to buffer itself, at its own expense.
The underlying goal is a supplier that can stand on its own. “We’re not trying to sustain a supplier’s business,” Vaičius says. “The goal is to choose a supplier that could operate successfully without us. That’s what lets us keep our own processes lean.” Secondary and tertiary suppliers typically maintain their own viability independent of RSI Europe, while primary suppliers carry the company’s regular order volume.
Keeping quality consistent across suppliers
Two components can look identical and behave very differently once they hit field tolerances. RSI Europe builds inspection rules and testing protocols specific to each component’s importance, sometimes sampling 10 percent of a batch, sometimes testing every unit by hand against defined standards.
When quality slips, the team talks to the supplier before it looks for a replacement. RSI Europe would rather invest in fixing a relationship and tightening the process around it than disrupt production hunting for a new source. A switch would happens only once it becomes clear the current supplier cannot meet requirements.
Planning horizons move with geopolitics
Inventory planning at RSI Europe runs on at least six variables: delivery lead times, how critical a component is, the state of the world, the production plan, order horizons, and how easily a supplier can be replaced. Standard components run on shorter horizons. Unique components depend heavily on current and forecasted production needs.
Planning operates on two levels at once. Short and long-term component orders track the production plan directly. Strategic planning tracks country-of-origin requirements, which vary sharply by end use: NDAA and Blue UAS rules impose one set of constraints, and the operational reality on the Ukrainian front imposes a separate set entirely.
The pace of change in the drone sector forces the warehouse strategy to stay light on components that could lose relevance within months. Exact stock levels, and how long they could sustain uninterrupted production, stay outside what RSI Europe discloses publicly. Vaičius confirms the balance is calibrated specifically to guarantee production continuity through a supply disruption.
Scaling from a single order to sustained production
Ramping from a one-off order to a large, sustained production run takes anywhere from a few weeks to several months, depending on the product. The path runs through validating the prototype, preparing the production line physically and in staffing, and, when headcount needs to grow, assessing whether new hires can deliver precise, careful work. Hiring, Vaičius notes, is typically the slowest part of the process. When existing capacity covers the need, the longest lead time shifts to sourcing components: planning, surveying suppliers, evaluating them, placing orders, waiting for delivery.
The single biggest lever for managing a sudden shift in production volume, in his view, is talking to suppliers as early and openly as possible about quantities, needs, and timelines. Give a supplier enough lead time to plan around your requirements and the risk of an unexpected shortfall drops sharply. Scaling a large production run is also a capital question from day one. Internal resources, financing, supplier capacity, and warehousing and production capacity get assessed in parallel, often while sales are still in conversation with a prospective client. A strong external partner network, Vaičius adds, can shorten the timeline for scaling production significantly.
NDAA compliance: a market still finding its feet
NDAA-compliant component manufacturers exist in growing numbers, but capacity remains their limiting factor. Pricing still carries a premium, though Vaičius expects it to fall as the NDAA-compliant segment scales and more manufacturers enter it. As long as customers are willing to pay that premium, the supply risk stays manageable, though the pool of qualified suppliers remains limited for now.
Planning for NDAA-compliant components runs on longer delivery timelines, and not every supplier claiming compliance can deliver on it consistently. RSI Europe sometimes pulls its engineering and product development teams into supplier selection, since the ideal, fully compliant product doesn’t always exist off the shelf. In those cases, RSI Europe adjusts its own product design to work with what is genuinely available.
Traceability, where compliance meets consequence
As an ISO-certified company operating under AQAP standards, RSI Europe has invested heavily in systems that make component traceability possible from manufacturer to end user. Traceability requirements factor directly into supplier selection, and in the defence sector, Vaičius stresses, the stakes behind that requirement are high.
A component that fails a country-of-origin check after a product has already reached the end user can undo months of development work. Vaičius describes cases where a manufacturer presents itself as NDAA-compliant while parts inside the product, once disassembled and inspected by the relevant authorities, turn out to originate elsewhere. Catching that at the supplier selection stage, rather than after delivery, is the entire point of the process. “Sometimes the specification sheets and checklists matter less than an alert, motivated person doing the job well,” he says.
Planning for the worst case
RSI Europe maintains multiple internal scenarios covering critical components, supplier countries of origin, alternative sourcing, and warehousing policy in case of conflict or escalation. The scenarios hold up only as well as the people running them. Vaičius points to that as the real asset: a competent specialist who can hold the full picture in mind and build the right response for whatever situation emerges. “Our people are the company’s asset,” he says.
